Biden Caught Him at the Border in 2024 and Released Him On Our City Streets. Now a Virginia Mom Is Dead.

At approximately 6:45 a.m. on Monday, a jogger near Difficult Run Park in Great Falls, Virginia, found a 42-year-old woman unconscious near a trail. Carmen Lizet Puch — a mother who had recently moved from New Jersey to build a better life for herself and her 3-year-old daughter in Texas had been brutally stabbed to death.

Her body had also been doused in gasoline.

Fairfax County police arrested 19-year-old Alexis Antonio Cedillos-Campos and charged him with second-degree murder. Cedillos-Campos is a citizen of El Salvador who had entered the country illegally twice. He and Puch worked together at a restaurant and were in an intimate relationship. According to police, surveillance video showed Cedillos-Campos arming himself with a fixed blade knife, taking a pair of black latex gloves, and taking a water bottle before heading to the park. He had siphoned gasoline from a motorcycle.

Police say Cedillos-Campos made a full confession after his arrest.

Fairfax County Police Chief Kevin Davis called the killing what it was. "The way that she was treated by this killer was reprehensible," Davis said.

But here's the part that turns a murder case into a policy indictment. The Department of Homeland Security confirmed that Cedillos-Campos was apprehended by Border Patrol agents in El Paso, Texas, in April 2024 — after crossing the border illegally. He was released into the interior of the United States under Biden administration policies.

DHS didn't mince words. A spokesperson stated that "Biden and Mayorkas hand-delivered alleged killer Cedillos-Campos to the streets of Fairfax County." A White House spokeswoman added that "this brutal killing of this mother was 100% preventable."

The mechanics of this are straightforward. Border Patrol caught a 17-year-old from El Salvador crossing illegally near El Paso in the spring of 2024. Under the policies in place at the time — the ones Biden officials assured Congress were working — the teenager was processed and released. Two years later, he's 19 and confessing to stabbing a woman to death in a Virginia park and trying to burn the evidence.

Puch was found near her 2011 Honda Civic in the parking lot at Difficult Run Park. She had trauma to her upper body. She had a 3-year-old daughter who will now grow up without her mother. Friends set up a GoFundMe to help care for the child.

Immigration advocates will try to say that citizens commit violent crimes too, which is true the way it's true that people die in car accidents even when wearing seatbelts. It doesn't mean you stop enforcing the law. The question has never been whether immigrants are statistically more dangerous. The question is whether a sovereign country gets to decide who enters and whether a known illegal border crosser should be walking free on our city streets.

This is the specific, documented cost of catch-and-release. Not a hypothetical. Not a projection. A 42-year-old mother stabbed to death in a park seven miles from the nation's capital, allegedly by a man the federal government had in custody and chose to let go.

Border Patrol caught him. They processed him. And they put him back on the street. Carmen Lizet Puch paid for that decision.
